India IGF 2025 (IIGF2025) Call for Workshop Proposal

India IIGF 2025 invites all stakeholders to submit proposals for workshops for the Fifth India Internet Governance Forum scheduled to be held  from  27 to 28 November 2025 in New Delhi, India. IIGF 2025 will be organised in a hybrid format.  The online only Day 0 will be organised on 26 November 2025.

The Workshop proposals could  be designed to take into consideration the hybrid nature of the meeting. 

Proposals may also indicate a preference for only online mode. However, it will be the discretion of the theme committee to allot on the basis of available slots. 

Kindly read the call for proposal guidelines and refer to the overarching theme and sub-themes of this year (Theme and Sub-Theme Description Page).

It is important that the proposed workshop proposals are aligned to one of the three  sub-themes and the description of the workshop proposal shows a specific and focused approach to the chosen sub-theme.

Workshop Submission Deadline: 30 September, 2025 23:59 IST.

The overall theme for IIGF2025 is Advancing Internet Governance for an Inclusive & Sustainable Viksit Bharat.

Workshop proposers are invited to make submissions under the following three sub-themes:‎

  • Inclusive Digital Future

  • Building Digital Infrastructure for Resilient & Sustainable Growth

  • AI for People, Planet and Progress: From Frameworks to Impact

How to submit a workshop proposal

Workshop proposals must be submitted via online system before 30 September 2025 23:59 IST.

On submitting a proposal, an automatic confirmation email and a copy of the proposal will be sent to the registered email with a unique Proposal ID.

Workshop organizers can edit their proposals before the submission deadline.

Interested workshop organizers should review the evaluation criteria below and the various session formats carefully before submitting a proposal. Examples of successful session proposals can be found (Sample Form Here).

Kindly note that the last section of the form ((which is mentioned as Post Event) is meant to be submitted 7 days or earlier after the session has been held.

Criteria for Workshop Evaluation

The workshop proposals would be evaluated based on the following criteria.

  1. Relevance of the Proposed Topic

How relevant is the proposed topic to Internet Governance, the Indian context and is it aligned with one of the 3 sub-themes and the overarching theme of IIGF-2025.

  1. Workshop Content

Does the workshop proposal clearly provide the requested information on the relevant issues to be discussed, the intended discussion outcomes, the choice of moderator/speakers and their availability etc.? Is the workshop description aligned to the topic proposed?

  1. Inclusion and Diversity

Does the proposed workshop represent viewpoints from multiple stakeholders and provide diverse cultural, gender and geographical perspectives including disability groups. Are there multiple stakeholder groups on the panel? Are the listed panellists qualified to represent various distinct stakeholder groups and the topic being discussed?

Noting the need for better representation of and from the technical community in the past editions of the IIGF, the Theme Committee encourages proposals that actively engage the technical community, fostering inclusive dialogue and driving innovation in internet governance. The IIGF aims to create a platform for diverse perspectives, including those from the technical community.

  1. Engagement

Does the format selected, the number of speakers and the length of the proposed workshop support participation from the audience? Does the proposal provide details of how the session will be run to promote discussion and engagement from the audience? Does the proposal state how to incorporate remote participation and contributions into the discussion?  

IIGF2025 Theme Committee strongly encourages a strong focus on submitting quality workshop proposals to enhance the chance to be selected.

Upon evaluation the Theme Committee of IIGF 2025 may suggest selected workshops  with thematically similar proposals to form mergers. This is to accommodate more diverse and quality sessions on the program agenda. However, workshop proposers are under no obligation to accept a merger but may carry a risk of losing the opportunity to conduct their session.
